為強化藥品仿單（說明書）標示賦形劑（Excipients）成分，增進醫療人員知藥權利，使醫療人員充分掌握藥品成分對於療效之影響，並可讓民眾在選擇眼用製劑指示藥品時避開某些含致敏賦形劑成分，使有過敏體質的民眾得以事先預防，避免發生過敏。食品藥物管理署於 103 年 5 月 27 日公告實施西藥新查驗登記案仿單，全面要求標示賦形劑成分名或品名，保障全民知藥權利。
食藥署經蒐集各國賦形劑標示規定，102 年起推動藥品標示賦形劑，依產品風險程度分階段逐步實施藥品仿單賦形劑標示，第一階段已先於 102 年要求高風險藥品之注射劑及眼用製劑等，其仿單應標示賦形劑成分名或品名，為增進醫療人員使用注射劑及眼用製劑之知藥權利踏出第一步，第二階段接續於 103 年 5 月 27 日公告實施西藥新查驗登記案仿單全面要求標示賦形劑成分名或品名，凡自該日起向本署提出之西藥查驗登記申請案，其仿單皆須確實刊載主成分及全部賦形劑成分名或品名，未刊載者不予核發西藥藥品許可證。
此措施讓使用者清楚瞭解所用的藥品成分組成，本（103）年先要求新查驗登記案仿單刊載賦形劑事項，未要求目前市面流通之既有產品仿單全面刊載，將於明（104）年推動第三階段全面實施藥品仿單刊載賦形劑，建構藥品成分標示透明化環境，全面維護國人知藥用藥安全。
藥品所含賦形劑雖無直接療效但具有特定用途，是藥品中不可或缺的成分，有些藥品添加入賦形劑後可製成特殊的劑型而提高藥品膜衣的柔韌性，達到持效或延緩釋出等功能，本項公告讓醫療人員在使用藥品時，除知悉藥品主成分外，還得以直接於西藥製劑仿單中查詢所標示之賦形劑（Excipients），並讓民眾在使用指示藥品避開某些致敏賦形劑。
103 年 5 月 27 日訂定「西藥新查驗登記案仿單應刊載賦形劑成分名或品名」公告，詳細訊息可至食藥署網站之「公告資訊」下之「食藥署公告」網頁查詢。
食藥署已建立藥物安全監控機制，主動監控國外藥品安全警訊，並偵測我國藥物不良反應通報資料，如發現具有安全疑慮藥品，立即啟動再評估，必要時採取相關風險管控措施，以保障民眾用藥安全。食藥署提醒醫療人員及病人，發現懷疑因使用（服用）藥品發生不良反應時，請立即通報給衛生福利部建置之全國藥物不良反應通報中心，藥物不良反應通報專線02-2396-0100，或洽詢網站。
