擁有健康本是每個孩子應享有的權利，卻因疾病、經濟弱勢、醫療資源不足等原因，導致全球仍有1.5億名兒童營養不良，失去健康生存與發展的權利，近三分之二正在我們所處的亞洲。為喚起大眾對於兒童健康議題的重視，台灣世界展望會於11月22日舉辦「國際兒童健康論壇」，邀請國內外重要專家學者齊聚一堂，以多年研究與服務經驗，與現場約200位與會者分享兒童健康及營養議題，提供彼此分享工作經驗、學習與建立跨界合作的機會，讓台灣能更加落實兒童健康發展的目標。
落實母嬰健康公共衛生政策 有助改善兒童健康
兒童健康並非只是個人問題，而是一項關乎家庭、社會乃至於國家發展的重大議題。長期關注兒童發展的台灣世界展望會，於今日(11/22)與台灣大學公共衛生學院合辦「國際兒童健康論壇」，邀請包括中研究副院長陳建仁、世界展望會東亞區健康營養與愛滋顧問 Dr. Kyi Minn、國立臺北護理健康大學護理學院榮譽教授郭素珍等國內外健康營養領域重要專家學者，與來自政府部門、醫療院所、大專院校、企業、非營利組織等約200位從事兒童營養服務及研究工作的成員，共同探討台灣乃至於亞太地區的兒童健康營養現況。

論壇開幕式之中，台灣世界展望會董事、國際世界展望會副董事長黃台芬說明本次論壇的目的：「這場論壇不僅說明世界展望會在各國進行的兒童營養健康服務計畫，更說明了兒童健康及營養不良是當代重要議題，這不只將影響孩子的成長，更會影響家庭、社區、乃至於國家的未來。」而台灣大學公共衛生學院院長陳為堅則以學生的經歷為例，說明兒童營養是重要人道關懷議題，他期望透過本次論壇，能幫助青年學子開啟國際關懷視野。
在台灣，政府自1950年代中期後，開始將母嬰健康列為重要公共衛生計畫，中央研究院副院長陳建仁於論壇中發表「台灣推動母嬰營養的政策與努力」專題演講，他表示，透過孕婦產檢、高齡產婦(34歲以上)遺傳性疾病預防篩檢服務、哺餵母乳宣導、學童營養午餐等政策，多年來台灣在母嬰健康情況上的各項指標已有顯著進步，「在台灣，每10萬活產嬰兒的孕產婦死亡率已從1985年的9.9%，下降到2011年的5.0%，優於美國、紐西蘭、英國、加拿大等已開發國家。」
陳建仁表示，目前台灣母嬰健康營養狀況相較於經濟發展同等級的國家，表現是較好的，透過懷孕和分娩期間提供母親營養諮詢，確保母親及兒童的健康都獲得保障。國立臺北護理健康大學護理學院榮譽教授郭素珍亦從多年服務及研究經驗出發，分享台灣推廣母乳哺育的過程，她再次肯定台灣在推動母乳哺育上的努力，「透過衛教推廣、大眾媒體倡導，政府自1992年起便積極推動母乳哺育，如今已可看出美好成效。」證明目前台灣兒童的平均營養現況已有穩定進展。
世界展望會整合性母嬰健康方案 為兒童健康投入關懷
然而，在同屬亞洲的其他國家，卻仍面臨兒童營養不良的問題。在論壇上午「母嬰與兒童營養：從全球視野到在地實踐」的主題演講之中，由台灣世界展望會董事、亦是國策顧問、中央研究院社會學研究所研究員伊慶春擔任主持人，伊慶春於1994年至1998年服務台灣省政府時，曾提出並推動台灣的青少年兒童保護計畫，近年並積極參與國際相關學術活動，研究領域主要為兒童及青少年研究。
伊慶春介紹在此主題中擔任講者的兩位國際學者：國家衛生研究院(NHRI)客座教授Dr. Mark Wahlqvist，以及公共衛生與營養顧問Dr. Tommaso Cavalli-Sforza，兩位學者皆從聯合國千禧年目標出發，分享目前各國─特別是亞太地區─在兒童健康及營養方面的達成進度。

Dr. Mark Wahlqvist表示，自2000年聯合國千禧年目標訂立後，13年來各國在目標達成上確有顯著進步，然而邁向2015年，包括5歲以下兒童死亡率降低等幾項目標的達成則須加快腳步。而Dr. Tommaso Cavalli-Sforza則表示亞太地區發展中國家多有兒童營養不良的問題，「目前研究發現，出生時體重較低的嬰兒，將來有較高風險罹患疾病。」Dr. Tommaso Cavalli-Sforza表示，包括母乳哺育、疫苗注射等簡易作法，其實就可以幫助發展中國家的兒童改善健康情況。
在開發中國家從事公衛工作已超過20年、世界展望會東亞區健康營養與愛滋顧問 Dr. Kyi Minn則表示，在亞洲，約有36%的兒童發育不良，出現慢性營養不良的症狀，其中更有16%兒童嚴重營養不良，生命遭受威脅；與此同時，兒童肥胖的問題也正在發生，「這是亞太地區兒童健康服務工作所面臨的兩難挑戰。」Dr. Kyi Minn表示。

Dr. Kyi Minn以自身服務經驗，說明世界展望會在貧困及弱勢地區進行的母嬰健康方案，「為了有效改善母嬰健康及營養問題，世界展望會發展『7-11健康措施』，包括針對母親懷孕至產後不同階段的7項措施，如適當飲食、定期產檢、補充葉酸及鐵質等，以及針對2歲以下兒童的11項措施，如母乳哺育、營養素補充、疫苗注射等；並透過與家庭、社區、政府單位合作，確保每個兒童都能持續健康成長，並減少兒童罹患可預防疾病的機率。」Dr. Kyi Minn表示，改善兒童健康需要整合性方案，更需要社區、政府、教育單位通力合作，結合世界展望會在各國社區第一線的服務工作，來幫助許多孩子擁有健康長大的希望。
社區發展工作 為台灣弱勢兒童帶來健康與學習契機
本次論壇除關注亞太地區母嬰與兒童健康營養議題，台灣世界展望會亦針對國內弱勢兒童營養議題提出研究報告。在「台灣弱勢兒童的營養安全」報告發表之中，分析台灣世界展望會所服務的6-12歲兒童身高體重資料後，發現其中有2,389名兒童體重過輕，占總服務兒童數的13.09%，而全國6-12歲兒童體重過輕比率為9.4%，顯示經濟弱勢兒童的體重過輕比例確實高於平均值；進一步研究發現，經濟弱勢的孩子在取得食物上比起一般孩子是較為困難的，需要外界給予營養補充協助。
透過台灣世界展望會於西部原鄉部落進行的兒童營養安全服務工作案例分享，發現弱勢家庭會因著經濟、兒童照顧資源不足、家庭變故或是偏鄉資源匱乏等原因，讓兒童面臨三餐不穩定的風險，進而影響學習成效，甚至是孩子穩定就學的意願。台灣世界展望會在當地與教會、學校合作，以課輔班搭配點心的方式，讓兒童能有一處穩定複習功課及培養品格的場所，並開設部落廚房，提供家境貧困的兒童假日午餐，同時亦開設兒童主要照顧者的營養教育與烹飪能力培訓課程，逐步改善兒童體重過輕的問題；透過整體社區發展工作，不僅使兒童三餐能夠穩定，更可增進孩子們的學習成效。
