疾管署於 2014 年 8 月起推動「疫情透明 e 網通」計畫，透過跨機關合作，提供最新傳染病流行疫情訊息，加速防疫效率。另外，也提供不涉及個人資訊的統計資料，讓各機關、學術單位、業界及民眾取得疫情資訊並加以運用。
「疫情透明 e 網通」計畫包含「疫情即時通」、「主動出擊」、「免費提供情資架設網站」三大主軸：
一、疫情即時通：目前疾管署針對國內外重大疫情均主動發布新聞，並建置「傳染病資料查詢系統」，每天提供縣市鄉鎮各項法定傳染病確定病例數，及流行趨勢資料。另規劃年底前將 60 餘項法定傳染病統計資料，透過國發會政府資料公開平台供各界下載，可作為 APP、網站、個人研究及教材等運用。
二、 中央地方協力：疾管署規劃將各項法定傳染病資料庫及結核病全國資料庫，依地方縣市資料分類，使該地方衛生機關可主動分析，快速掌握疫情發展，預先執行各項防治措施，與地方並肩作戰，防範疫情蔓延。
三、 免費提供情資架設網站：疾管署與內政部合作，將每天更新的傳染病統計資料與地理資訊系統結合，免費提供各機關之人、時、地傳染病流行概況架設網站，有效節省各機關網路軟硬體等建置成本。
台灣從經歷早期 SARS、H1N1 流感，近年 H7N9 流感、狂犬病、腸病毒及登革熱流行疫情，及現在國際伊波拉病毒感染等事件可以得知，及時提供訊息一致的疫情資料給各界，對於疫情防治是非常重要的。藉由本計畫的主動開放，有助於聯手地方共同防疫，預期為我國防疫工作開展新頁，達成全民防疫的目標。
