據中央健康保險署及內政部戶政司統計,每年約有62萬人須分別至戶政事務所及健保署申請換(補)發國民身分證及健保卡。兩單位共同建置「戶政事務所跨機關通報健保卡資訊平台」,7月1日起全面啟動,除桃園市與高雄市外,。
民眾到與健保署有合作之縣(市)政府所轄戶政事務所辦理新生兒出生登記、戶籍資料變更如姓名、國民身分證統一編號變更及出生年月日更正、國民身分證及健保卡同時遺失,申請補發國民身分證時,得同時一併申請健保卡服務。值得注意的是,除桃園市與高雄市尚未加入外,台中市目前僅承辦新生兒出生登記的申請健保卡部份。
透過資訊平台將戶籍資料及健保卡申請資料整合後,會自動傳送至健保署,並列印證明單或繳款單,民眾持繳款單至超商或金融機構繳納健保卡工本費200元後,再由健保署確認收費及製作健保卡,約5至7個工作天即可收到健保署寄發的健保卡,申請人不必再到健保署辦理。另經當事人同意,也可透過這個平台提供戶政資訊系統檔存之國民身分證相片影像,直接傳輸給健保署作為健保卡上之相片使用。
